There are a number of different tools that can be used for collecting evaluation data, so the first step is to determine which one(s) meet your particular needs. Commonly used data collection tools for evaluations include surveys, interviews, focus groups, observation guides, and reviews of existing documentation/records. Sometimes, data collection tools that can be used in your evaluation are available from other evaluations. In these instances, exiting data collection tools should be modified to meet your specific evaluation needs.
When data collection tools do not exist that meet your evaluation needs, you should design your own tools. Once you have designed your own data collection tools, it is important to pilot test them with a group of participants who are similar to those whom you will actually collect your data from. This pilot testing can have enormous pay-offs by averting unforeseen problems that could result in receiving data back from participants that is unclear, unreliable or unusable.
